ROMNEY — The Hampshire County Board of Education held an LSIC (Local School Improvement Council) meeting at Hampshire High on Monday, Feb. 6, 2012 at 6 p.m. A regular meeting, their 25th meeting of the 2011-2012 school year, followed.
The following board members were in attendance: Linda Baker, vice president; Jim Breinig, Jean Shoemaker and Gerald Mathias, members. Bernard Hott, president, was absent.
Purpose: Pursuant to WV Code 18-5-14, the Hampshire County Board of Education met with the Local School Improvement Council of Hampshire High School on the 6th day of Feb., 2012, at 6 p.m. A regular meeting followed.
Administrative Assistant Marianna Leone presided over the meeting.
Mrs. Leone recommended and board members approved the agenda.
An LSIC meeting was held.
Regular meeting
I. Appearance:
Teresa Dillon, parent, discussed her opposition to WESTEST scores being attached to honors classes and trips.
II. Highlights:
A. Shelby Walburn, swim coach, and team members, Kaye Chavez, Cheyenne Cleaver, Kasey Combs, Cassy Conneway, Lauren Dillon, Madison Draper, Cierra Funke, Hannah Hiett, Sabrena Hirst, Marisa Hott, Brittany Keesling, Rebekah Lewis, Rachel Lipps, Kristin Loar, Tabitha Montgomery, Josie Murphy, Tosha Prosser, Alexandra Pugh, Tenitra Tenorio, Lindsey Tharp, Allison Trimble, Brittany Ward, Caroline Wylie, Nathan Coyle, Sean Gagliardo, Jacob Harrison, Logan James, Mackenzie Kerns, Reilly McMaster, Forrest Moreland, Levi Moreland, Shane Polk, Stephen Pugh, Aspen Rose-Moore, Dustin Shanholtz, Zac Simon, Josh Slocum, Seth Townsend and Jordan Twigg, were recognized for their dedication.
B. Carrie Greynolds, drama coach at Hampshire High, and students, Becky Jo Hopkins, Deliliah Ruebush, Dean Gilbert, Rachel McBride, Jordan Twigg and Makayla Baker, were recognized for their participation in a play entitled “Happy Birthday, Dear Grandpa.”
III. Presentation:
Linda Cacopardo, teacher at Romney Elementary, discussed the funding plan for a third grade environmental learning/tree planting project.

V. Approval of board minutes:
Mrs. Leone recommended and board members approved the Jan. 23, 24 and 25, 2012, board of education minutes.
VI. Consent agenda items:
Mrs. Leone recommended and board members approved the following consent agenda items for schools:
A. The following fundraiser requests:
Hampshire High: National Honor Society: WVU basket raffle. Teen Leadership: milk machine sales. Baseball Team: Little League clinic, Game-A-Thon, Little League Baseball Club, T-shirt and sweatshirt sales. Skills USA: musical concert.
John J. Cornwell: PTO: hoagie sale and spring basket raffle.
Springfield-Green Spring: PTO: pizza sales and cookie dough sales, fun fair and book fair.
Capon Bridge Middle: Student Council: after school dance and selling auto graphics.
B. Four requests for individual exception to the attendance requirement.
C. The following trip requests:
Romney Middle: DARE choir to Ocean City, Md.
D. One in-lieu of transportation request.
Board members approved the following consent agenda items for finance:
1. Bills to be paid as submitted by the finance office.
2. Budget revisions.
Mrs. Leone recommended and the board approved the following consent agenda items for personnel:
1. Employment of substitute professional personnel:
Employ Philip Shoemaker as a substitute teacher effective Feb. 8, 2012.
2. Resignations of professional personnel:
Emily Fielding, special education teacher at Romney Elementary, effective Feb. 3, 2012.
Andrew Johnson, assistant baseball coach for Hampshire High School, effective immediately.
3. Employment of extra curricular personnel:
Employ Linda Cacopardo as social studies fair coordinator (countywide) effective immediately.
4. Employment of substitute service personnel:
Employ Charles Grapes as a substitute school bus operator (countywide) effective Jan. 25, 2011.
Employ Barbara Taylor as a long-term substitute for itinerant classroom aide/transportation aide at Capon Bridge Elementary effective Feb. 8, 2012.
5. Volunteers for 2011-2012:
Capon Bridge Elementary: Phyllis Deniker.
Hampshire High: Melissa Nixon and Robert Nixon, Jr.
Romney Elementary: Elizabeth Simmons.
6. Other:
Approve Nancy Clark to provide instructional support for a special education student in general education classrooms during her planning period for the reminder of the school year up to 225 minutes per week effective Jan. 17, 2012.
Approve Amy Lewis as a volunteer life guard for the swimming team practices.
Permission to post a multi-categorical position to replace the severe-profound position at Romney Elementary School.
Employ Amy Lewis and Linda Nixon as homebound instructors effective Feb. 8, 2012.
VII. Non-consent agenda items:

Mrs. Leone recommended and board members approved the following revised policies: 2230 – Program of Study Early Childhood, 2230.01 – Program of Study Middle Level Education, 2230-02 – Program of Study Adolescent Education (Grades 9 –12), 2280 – Pre-School Program, 2370 – Educational Options, 3432 – Personal Leave Bank, 3433 – Vacation, 3437 – Military Leave, 4432 – Personal Leave Bank, 4433 – Vacation, 4437 – Military Leave, 5113.02 – School Choice Options Provided by the No Child Left Behind Act, 5200 – Attendance, 5460 – Graduation Requirements, 5517 – Anti-Harassment and Violence, 517.02 – Anti-Harassment of Persons with a Disability, 8600 – Transportation and 8650 – Fleet Safety Program.
B. Mrs. Leone recommended and board members approved the first reading of the following new policy: 8462 – Operations.
C. Mrs. Leone recommended and board members approved the contract with Fairmont State University School of Nursing and Allied Health Administration.

A. Monday, Feb. 20, 2012, at 6 p.m., LSIC/Faculty Senate president/regular meeting. Location: Capon Bridge Middle.
